[Foresight-i18n] translation for foresight-user-guide

I made a patch for foresight-user-guide's patch for generating the localized document.
It uses xml2po in gnome-doc-utils and gettext.
'make all' will make po files in localized/(lang),and then convert into localized xml file.
'make install' will install all help file in /usr/share/foresight-user-guide/help/[lang](default is C),and foresight-user-guide.document in /usr/share/help for rarian utility.
Now 'ja' directory exists but not complete yet.
There is a lot of TODOs.One of the biggest things is autotoolized.
Please give me any comments.

I add the gzip'ed patch in this mail.To apply this patch,run following command

gzip -d foresight-user-guide-localization-export.patch.gz
hg import --import-branch foresight-user-guide-localization-export.patch

branch name is 'localized'
