[Foresight-i18n] New Website and Translations

i18n team:  We are preparing for the launch of the new Foresight
website, hopefully on 2/29, or this weekend.

The site has been coded in HTML, and it should be possible using PO
files to create translations.  Ken can give more technical details of
how the process works, but if anyone is up for starting to translate
the website, please contact myself, specialkevin or etank in IRC for
details.  We are using Foresight's Mercurial repository for revision
control.
