[Foresight-i18n] Newsletter #3 - Final Proofing

Issue 3 of the Newsletter is ready for final proofing and translation:

My goal is to publish the newsletter on May 30th or 31st, following
the release of Foresight 1.3 with GNOME 2.18.2.

The planning page should be 99% complete, and any feedback or changes
would be appreciated.  The only thing I can think of adding at this
point would be a link to the release notes for 1.3, otherwise this
should be complete.

If anyone wants to translate it, we have 4 days or so, if that's enough time.
