If pulseaudio is saying that the server is not running, there is your 
problem and the solution is to make it run. The fact that there might be 
some system “bip” is not an indication that sound is available.

Normally, pulseaudio is launched by gnome session. For mine, I have two 
entries for pulseaudio:
  - pactl load-module module-x11-xsmp
  - start-pulseaudio-x11

I suspect that one of these (the first) is just an old entry that stayed 
there from an older version of pulseaudio (but nothing certain).

Moreover, pulseaudio depends on console-kit/policy-kit for managing its 
rights. Therefore if there is a problem with them, pulseaudio won't run 
(there was a time several month ago when that occurred on 2-qa). To 
check that you have a session, you can run “ck-list-sessions” in a 
terminal. You can also access the rights manager in the “System → 
Preferences → Authorizations” menu.
