We had talked at some point about having QA approve packages by
signing them with QA keys.  That doesn't really intersect well
with QA approving packages in personal repositories, though.

We could say that QA has two roles:
 o  Promoting source packages from personal repositories into
    fl:2-devel to mark them as initial testing.
 o  Signing tested binary packages in fl:2-qa with QA keys
